Quick answerNo. The official Instagram API does not let apps start a conversation. An automation can only message someone after they comment, reply to your story, tap a conversation starter or send a DM. That includes new followers: Instagram does not tell apps who followed you. You can still message anyone by hand from the Instagram app.
